A dOAQU1N Environmental Health Department <br /> COUNTY <br /> CP22 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MARCH LANE 76' 2701 W MARCH LN, STOCKTON December 12 2024 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> -D grade on the 9/10 dispenser <br /> REGULATION GUIDANCE:All monitoring equipment shall be maintained to activate an audible and visual alarm or <br /> stop the flow of product at the dispenser when it detects a leak. <br /> CORRECTIVE ACTION: The service technician adjusted the float and chain and verified functionality. <br /> OBSERVATION:The 87 grade float and chain in the 9/10 dispenser failed to stop the flow of product at the dispenser <br /> when tested. <br /> REGULATION GUIDANCE:All monitoring equipment shall be maintained to stop the flow of product at the dispenser <br /> when it detects a leak. <br /> CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace <br /> the failed component with a functional component and obtain a permit within one business day from the EHD, if <br /> needed. If the failed component can't be replaced immediately, there is a possibility that the diesel UST system may <br /> be red tagged to prevent fuel inputs. <br /> This is (Class 2)Violation. <br /> 53 CA Health and Safety Code 25292.2; CCR 2711(a)(11)2010007-Submitted/maintained current Cert of Financial <br /> Responsibility/mech of financial assurance(TCR 11). <br /> OBSERVATION: Financial responsibility documents have not been submitted to the EHD.The most recent financial <br /> responsibility documents(CFO Letter)in CERS are dated 11/27/2023. <br /> REGULATION GUIDANCE: Current financial responsibility documents are required to be submitted annually. <br /> CORRECTIVE ACTION: The facility logged into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, and uploaded the required documents during the inspection. <br /> This was corrected on site. <br /> This is a repeat violation (Class 2) Violation. <br /> 56 CA Code of Regulations 2716(a-e)2030013-DO inspections completed at least every 30 days and meet all <br /> requirements(TCR 12). <br /> OBSERVATION:The designated operator failed to check and note all required items on the visual inspection reports. <br /> The incorrect and missing information included the following from the inspection reports: <br /> -Floats and chains were not checked off on the 2/23/2024 and 4/18/2024 DO reports <br /> -Incorrect test dates were listed for the Monitoring System Certification and Spill Bucket testing on the 3/22/2024 DO <br /> report <br /> -Section 8, Question 3 was left blank on the 10/2/2024 DO report <br /> REGULATION GUIDANCE: During the visual inspection,the designated operator shall check that all required testing <br /> and maintenance for the UST system have been completed and shall check all required items on the report. <br /> FA0003798 PR0231176 SCO01 12/12/2024 <br /> EHD Rev.12/06/2021 Page 6 of 8 CP22-UST FULL OIR <br /> 1868 E.
