Revised Work Plan – Mitigation of Trash and Debris from Private Property Site <br />Private Property – 19133 East Liberty Road, Clements, California May 26, 2023 (Rev June 27, 2023) <br />Project No. 21-899 <br /> <br /> <br />3 <br /> <br />1.2 OBJECTIVE AND SCOPE <br /> <br />The purpose of this Work Plan is to administer the removal of trash and debris from the <br />Site. The scope of work includes the excavation, loading, transportation and disposal of <br />trash and debris located in three areas within the Site. The main areas where the site <br />characterization was performed were primarily north of the residence. Subsequent to the <br />proposed removal activities, verification soil sampling will be performed to confirm the <br />removal of impacted soil. Screened stockpiled soil will be analyzed to characterize lead <br />concentrations for waste disposal determination. <br /> <br />All aspects of this Work Plan will be continually evaluated and subject to revision in <br />accordance with the provisions described in Section 7.0 (Plan Amendments) of this Work <br />Plan. <br /> <br />2.0 EMERGENCY RESPONSE/CONTINGENCY PLAN <br /> <br />In the event of an emergency, emergency response actions will be implemented <br />according to the procedures set forth in the site-specific Health and Safety Plan (HASP) <br />included in Appendix B. The plan will be available on-site for the duration of the project. <br /> <br />3.0 EARTHWORK ACTIVITIES <br /> <br />This section provides detailed descriptions of the actions necessary for the removal of <br />trash and debris from the Site. Each task for this project is discussed, including the nature <br />of the work to be performed, and a general discussion of how the work will be <br />implemented. <br /> <br />3.1 SUBMITTALS <br /> <br />Based on information provided by the EHD, including the county draft inspection reports, <br />trash and debris on-site requires mitigation or the Site is required to be operated under the <br />Public Resources Code (PRC) and Title 14 and 27, CCR as an unpermitted solid waste <br />disposal site. All contractors and other parties entering the Site will need to obtain access <br />to the Site through approval of the property owner to perform site work. A grading permit <br />will not be required for the proposed mitigation activities at this Site. Records of soil <br />analytical results for soil stockpile characterization will be compiled for presentation in <br />the final clean closure report along with any bills of lading, receipts and waste manifests <br />to document the fate of the waste disposal. <br /> <br /> <br /> <br />
