<br /> <br />Central Valley Regional Water Quality Control Board <br />13 March 2023 <br /> <br />Via Email Only <br /> <br />Jeffrey Sharp, P.G. <br />Sharp Environmental Technologies <br />839 South Beacon Street #1967 <br />San Pedro, California 90733 <br /> <br /> <br />REVIEW OF WORK PLAN FOR THE EXCAVATION, SCREENING, STOCKPILING, <br />TRANSPORTATION AND DISPOSAL OF DEBRIS/TRASH AND SAMPLING FOR SITE <br />CLOSURE, 19133 EAST LIBERTY ROAD, CLEMENTS, SAN JOAQUIN COUNTY AKA <br />MULHAIR DISPOSAL SITE <br />Central Valley Regional Water Quality Control Board Title 27 Permitting staff (Staff) <br />have reviewed the Work Plan for the Excavation, Screening, Stockpiling, Transportation <br />and Disposal of Debris/Trash and Sampling for Site Closure (Work Plan) dated 31 <br />August 2022 for the private property located at 19133 East Liberty Road in Clements, <br />San Joaquin County. The property is listed as the Mulhair Disposal Site in the Solid <br />Waste Information System database. <br />Background <br />According to the Work Plan, an area in the northern portion of the site has been used <br />for disposal of debris since at least 1993 based on aerial photos reviewed for a Phase I <br />Environmental Site Assessment (ESA) conducted in 2020. Debris noted at the site <br />during the Phase I ESA included construction/demolition debris, treated and untreated <br />wood/lumber, concrete rubble, concrete and metal pipes. Reports of illegal dumping <br />have resulted in directives from the San Joaquin County Environmental Health <br />Department (EHD) to remove the debris since at least 1996. Other features at the site <br />include a residence and a private water well. <br /> <br />A Phase II site investigation was performed at the Site from August 10 through 12, 2021 <br />including advancing five trenches to collect soil samples and document the type and <br />extent of trash and debris in the dump portion of the Site located primarily north of the <br />residence. The trench depths ranged from approximately four to 15 feet below ground <br />surface (bgs) with a total of fifteen soil samples collected from each of the trenches. <br />Select soil samples were analyzed for total petroleum hydrocarbons (TPH), <br />polychlorinated biphenyls (PCBs), asbestos, heavy metals and semi volatile organic <br />compounds (SVOCs). Soil in the field was also screened for volatile organic compounds <br />(VOCs) with a photo ionization detector (PID). A water well sample was collected and
