Easter <br /> THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF DIVISION 30 OF PUBLIC RESOURCES CODE(PRC)AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS(CCR) <br /> No Violations or Areas of Concern <br /> V A Regulations <br /> x 20750 - Site Maintenance <br /> Comments: Illegal dumping is occurring at several locations on the property. Solid waste in the form of garbage, <br /> construction debris, tires, electronics, metal, vehicle parts, and wood waste are in two large silage pits on the <br /> property. Current occupants are using heavy equipment onsite to partially bury, mix with soil, and compact the <br /> waste in the westernmost silage pit. The remains of a burned recreational vehicle and a large bin filled with <br /> garbage are located in behind the residence. Treated wood is in piles or partially buried in several locations on <br /> the property. Tires and garbage are located in several areas on the property. <br /> 27 CCR§ 20750: <br /> (a)The operator shall implement a preventative maintenance program to monitor and promptly repair or correct <br /> deteriorated or defective conditions with respect to requirements of the CIWMB standards, and conditions <br /> established by the EA. All other aspects of the disposal site shall be kept in a state of reasonable repair. <br /> PRC §44000.5: <br /> (a)With respect only to solid waste disposed of in this state, a person shall not dispose of solid waste, cause <br /> solid waste to be disposed of, arrange for the disposal of solid waste, transport solid waste for purposes of <br /> disposal, or accept solid waste for disposal, except at a solid waste disposal facility for which a solid waste <br /> facilities permit has been issued pursuant to this chapter or as otherwise authorized pursuant to this division and <br /> the regulations adopted by the board pursuant to this division. <br /> (b)A violation of this section is an unlawful act. <br /> x 21190 - Postclosure Land Use <br /> Comments: The following activities are occurring without the approval of the Enforcement Agency (EA): <br /> 1. Trucking companies are using the site as an unpermitted truck parking facility. <br /> 2. People living in several trailers onsite are using the site as an unpermitted recreational vehicle park. <br /> 27 CCR§ 21190(c): All proposed postclosure land uses, other than non-irrigated open space, on sites <br /> implementing closure or on closed sites shall be submitted to the EA, RWQCB, local air district and local land <br /> use agency. The EA shall review and approve proposed postclosure land uses if the project involves structures <br /> within 1,000 feet of the disposal area, structures on top of waste, modification of the low permeability layer, or <br /> irrigation over waste. <br /> x 20530 - Site Security <br /> Comments: Several people were living onsite amongst waste. <br /> a. The site shall be designed to discourage unauthorized access by persons and vehicles by using a perimeter <br /> barrier or topographic constraints. 27 CCR§ 20530 <br /> b.
