Chao <br /> THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF DIVISION 30 OF PUBLIC RESOURCES CODE(PRC)AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS(CCR) <br /> No Violations or Areas of Concern <br /> V A Regulations <br /> x 20750 - Site Maintenance <br /> Comments: Comments: Illegal dumping is occurring at several locations on the property. Solid waste in the form <br /> of garbage, construction debris, roofing materials, tires, electronics, metal, vehicle parts, and wood waste were <br /> observed. The two large silage pits on the property is completely covered with dirt and is above ground level. <br /> Current occupants are using heavy equipment onsite to bury, mix with soil, and compact the waste in the western <br /> part of the property. Tires and garbage are located in several areas on the property. <br /> a. The operator shall implement a preventative maintenance program to monitor and promptly repair or correct <br /> deteriorated or defective conditions with respect to requirements of the CIWMB standards, and conditions <br /> established by the EA. All other aspects of the disposal site shall be kept in a state of reasonable repair. <br /> x 21190 - Postclosure Land Use <br /> Comments: Comments: Trucking companies are using the site as an unpermitted truck parking facility. People <br /> living in several trailers onsite are using the site as an unpermitted recreational vehicle park. <br /> (c)All proposed postclosure land uses, other than non-irrigated open space, on sites implementing closure or on <br /> closed sites shall be submitted to the EA, RWQCB, local air district and local land use agency. The EA shall <br /> review and approve proposed postclosure land uses if the project involves structures within 1,000 feet of the <br /> disposal area, structures on top of waste, modification of the low permeability layer, or irrigation over waste. <br /> x 20530 - Site Security <br /> Comments: Comments: The site does not have site security to discourage unauthorized access. <br /> a. The site shall be designed to discourage unauthorized access by persons and vehicles by using a perimeter <br /> barrier or topographic constraints. Areas within the site where open storage or ponding of hazardous materials <br /> occurs shall be separately fenced or otherwise secured as determined by the EA. The EA may also require that <br /> other areas of the site be fenced to create an appropriate level of security. <br /> Inspection Report Comments: <br /> Conducted a quarterly inspection on this date and noted the following. <br /> Notes: <br /> 1. Illegal dumping occurring on property. <br /> 2. Trucking companies using the site as a parking lot. <br /> 3. Barrel is filled with unknown substance near heavy equipment. <br /> 4. Oil leak from heavy equipment is leaving trails on the property. <br /> 5. Both silage pits that were once filled with junk and trash is completely filled up with dirt above ground level. <br /> 6.
