Vegetation was observed growing <br />on the piles of ground material. <br />A. Per permit condition 17(n), the ground material may not be stockpiled for more than 72 hours. <br />B. The operator shall comply with all terms and conditions of the permit. <br />C. Move and spread out all of the ground material into windrows. Ensure that all future ground material is taken <br />and spread out into windrows within 72 hours. <br />x <br />17868.2(x) - Metal Concentration Exceeded <br />Comments: The analysis for the metal concentration, fecal coliform density, and Salmonella density of the <br />compost product was available for review. The analysis showed that the metal concentration of copper <br />exceeded the allowable limit. <br />A. Compost shall not contain metals in excess of any maximum metal concentrations. <br />B. The compost product sampled must be reprocessed and another sample must be sent for analysis. <br />Inspection Report Comments: <br />Routine monthly inspection done on this date and the following was noted: <br />1. Inspector drove south of the facility along Austin Road and found no objectionable odors resulting from the <br />composting operation. <br />2. There was no track -out mud observed in front of the facility along Austin Road. <br />3. The odor and fly population was minimal. <br />4. There was separation between the manually screened greenwaste pile and the unscreened greenwaste received. <br />5. The temperature and turning records were reviewed and found to be completed correctly. <br />6. All other records were available for review. <br />7. The temperature range of the greenwaste and windrows was 106 F to 124 F and 104 F to 143 F respectively. The <br />temperature range of the ground material was 94 F to 153 F.
