Carter Rd., Escalon August 12, 2024 <br /> operate a small public water system by the local primacy agency (EHD) is prohibited without the <br /> concurrence of the Water Board. Please contact Gena Farley with the SWRCB Division of Drinking <br /> Water at Gena.Farley@waterboards.ca.gov or 209-948-7488, concerning the requirements for <br /> preliminary technical report submittal prior to issuance of building permits. <br /> If the Water Board determines that an onsite well shall be used as the potable water source, a permit <br /> application to operate Small Public Water System shall be submitted to the EHD for approval prior <br /> to issuance of building permits. To issue a permit to operate, concurrence from the Water Board is <br /> required. A yearly permit to operate a public water system will be required by the EHD prior to sign <br /> off of the certificate of final occupancy (San Joaquin County Development Title, Section 9-602.010 <br /> and 9-601.030.). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County <br /> Development Title, Sections 9-602.010 and 9-601.030 and C.C.R., Title 22, and Health and Safety <br /> Code, Section 116525 116570. <br /> 5. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP) and <br /> nitrates with the results submitted to the Environmental Health Department prior to issuance of <br /> building permit(s). Samples are to be taken and analyzed by a State-approved laboratory (San <br /> Joaquin County Development Title, Section 9-601.0200)). <br /> 6. Any geotechnical drilling shall be conducted under permit and inspection by The Environmental <br /> Health Department (San Joaquin County Development Title, Section 9-601.010(b) and 9- <br /> 601.020(i)). <br /> 7. An updated manure management plan shall be submitted for approval to the Environmental Health <br /> Department. The number of animals per acre shall be consistent with appropriate waste <br /> management practices. The fee will be based on the current schedule at the time of payment. <br /> Compliance with San Joaquin County Development Title 5, and the California Code of Regulations, <br /> Title 23, Division 3, Chapter 15, Article 6 shall be addressed in the manure management plan.
