The first CERS submittal with Pardeep’s name listed was 6/23/2023. This was not within <br />30 days after the meeting in EHD. Proof of ownership and or proof of lease showing when new operator Pardeep <br />began operating the UST has not been submitted to EHD to verify when new operator has started. <br />REGULATION GUIDANCE: 23 CCR § 2711. (b) The owner or operator shall submit to the local agency through the <br />California Environmental Reporting System or a local reporting portal any changes to the information provided in <br />accordance with subdivision (a) above, within 30 days unless required to obtain approval before making the change. <br />CORRECTIVE ACTIONS: Submit proof of ownership or copy of lease showing when the new operator began <br />operating the UST. <br />This is a repeat violation, Class II. <br /> 104 CCR 2632(d)(1), 2634(d) Failure to submit a complete and accurate UST Monitoring Plan. <br />OBSERVATION: The monitoring plan is not current and/or not approved by the EHD. <br />-91 and Diesel tanks on CERS report a 205 leak sensor model used for pipe monitoring, however a 208 sensor was <br />observed for both tanks. <br />REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting <br />System (CERS). <br />CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the <br />EHD. <br />This is a repeat violation, Class II. <br /> 107 HSC 25292.2; CCR 2711(a)(11) Failure to submit and maintain complete and current financial responsibility <br />documents. <br />OBSERVATION: Current financial responsibility documents were not found on site. <br />REGULATION GUIDANCE: A copy of current financial responsibility documents are required to be maintained on <br />site. <br />CORRECTIVE ACTION: Immediately obtain a copy of the facility's financial responsibility documents and maintain a <br />copy on site. <br />This is a repeat violation, Class II. <br />FA0006343 PR0231756 SC001 04/12/2024 <br />EHD 23-01 Rev. 12/06/2021 Underground Storage Tank Program OIRPage 4 of 7 <br />1868 E.
