Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Date: <br />April 12, 2024 <br /> Facility Address: <br /> 2358 E WATERLOO RD, STOCKTON <br /> Facility Name: <br /> SAI GAS AND FOOD <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 301 HSC 25292.1(a) Failure to operate UST system to prevent unauthorized releases including leaks, spills and overfills. <br />OBSERVATION: The L2 diesel annular and L4 91 annular have had recurring sensor out alarms since 5/30/2023 <br />and 6/2/2023 respectively. The L4 sensor was found to still be in alarm at the time of inspection. Employee on site at <br />time of inspection stated Elite IV had previously been called to address alarms. No corresponding work orders or <br />documentation were observed on site. <br />REGULATION GUIDANCE: The underground storage tank system shall be operated to prevent unauthorized <br />releases, including spills and overfills. <br />CORRECTIVE ACTION: Service technician corrected alarms at the time of inspection, citing faulty wiring at the <br />panel. Confirm alarms are no longer occurring with supporting documentation or correct immediately by having a <br />properly licensed, trained, and certified contractor repair or replace the failed component with a functional <br />component (LG 113-x listed, if applicable), and obtain a permit within one business day from the EHD, if needed. <br />This is a Class II violation. <br /> 308 CCR 2632(c), 2634(d), 2636(f) Failure of the leak detection equipment to have an audible and visual alarm. <br />OBSERVATION: The float and chain in all UDCs failed to stop the flow of product at the dispenser when tested. <br />REGULATION GUIDANCE: All monitoring equipment shall be maintained to activate an audible and visual alarm or <br />stop the flow of product at the dispenser when it detects a leak. <br />CORRECTIVE ACTION: The service technician adjusted the float and chain and verified functionality. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />An inspection checklist was provided to the facility operator on the day of inspection.
