0. GAVIN NEWSOM
GOVERNOR
CALIFORNIA JARED BLUMENFELD
WSECRETARY FOR
Water Boards
ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
TO: Case File
Joseph ello, G 45
i
FROM: Geoffrey Rader, P.E. #C80249
Water Resource Control Engineer
Investigation, Cleanup, and Enforcement Unit
DATE: 7 January 2020
SUBJECT: INACTIVE CASE REVIEW, CALIFORNIA FUELS,
838 MOKELUMNE STREET, WOODBRIDGE, SAN JOAQUIN COUNTY
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff
reviewed the case file for the "California Fuels" inactive case located at 838 Mokelumne
Street in Woodbridge, San Joaquin County (Site). The case is listed in GeoTracker as
Global ID #SLT5S0633104 and is the location of a former bulk fuel dispensing facility
which historically contained four above-ground storage tanks (ASTs) that stored
gasoline and diesel fuel. As of December 2019, the case GeoTracker page indicated
"no records found" and did not include any case files. In January 2020, Central Valley
Water Board reviewed off-site archive files, including several reports dated 1989 to
1993. Files indicate that the case involved a release of diesel fuel from an on-Site AST.
In response to the release, California Fuels conducted soil sampling, a soil gas survey,
excavation of approximately 2,850 cubic yards of diesel-contaminated soil,
bioremediation and subsequent replacement of excavated soil, and groundwater
monitoring.
Notes from a 2 April 1993 telephone conversation between staffs of the Central Valley
Water Board and San Joaquin County Environmental Health Department (SJCEHD)
state that SJCEHD would accept a no further action designation for the case. The
Central Valley Water Board issued a No Further Action letter to California Fuels on
2 April 1993. Accordingly, Central Valley Water Board staff will close the case in
GeoTracker. Staff considers the case closed as of 2 April 1993.
KARL E. LONGLEY SCD, P.E., CHAIR I PATRICK PULUPA, ESQ., EXECUTIVE OFFICER
11020 Sun Center Drive#200, Rancho Cordova,CA 95670 1 www.waterboards.ca.gov/centralvalley
