PotentiallyLess Than Less Than Analyzed <br /> Significant Significant itigation with Si nificant No In The <br /> M <br /> Impact Incorporated Impact Impact Prior EIR <br /> XIII , NOISE . <br /> Would the project result in : <br /> a ) Generation- of a substantial temporary or permanent <br /> increase in ambient noise levels in the vicinity of the project <br /> in excess of standards established in the local general plan ❑ F1 0 ❑ ❑ <br /> or noise ordinance , or applicable standards of other <br /> agencies ? <br /> b ) Generation of excessive ground borne vibration or ground <br /> borne noise levels ? ❑ ❑ © ❑ ❑ <br /> c) For a project within the vicinity of a private airstrip or an <br /> airport land use plan , or where such a plan has not been <br /> adopted , within two miles of a public airport or public use ❑ ❑ ❑ © ❑ <br /> airport , would the project expose people residing or <br /> working in the project area to excessive noise levels ? <br /> Impact Discussion : <br /> This project is comprised of three applications : General Plan Amendment No . PA-2200277 to amend the map designation <br /> of 2 APN ' s composed of 10 legal lots from CIC ( Community Commercial ) to R/ M ( Medium Density Residential ) and Zone <br /> Reclassification No . PA-2200278 , which proposes to change the current zoning designation of the same parcels from C - C <br /> ( Community Commercial ) and P- F ( Public Facilities ) to R- M ( Medium Density Residential ) ; and an Administrative Use Permit <br /> to develop a Multi- Unit Residential project to include a two -story four- plex totaling 4 , 184 square feet and an 822 square foot <br /> accessory dwelling unit on a new parcel configuration created by Lot Line Adjustment No . PA-2200168 . The project site <br /> currently has eight existing non -conforming single -family dwellings and proposes the demolition of four existing single-family <br /> residences and an accessory storage structure . Additionally , the project proposes to construct two single family residences , <br /> two accessory dwelling units and two duplexes . <br /> a ) The project site is located on the corner of E . Augusta Street and Lilac Street. A modeling used to determine <br /> approximate existing traffic noise exposure from roadways within San Joaquin County for the 2035 General Plan <br /> assessed the noise contour of E . Augusta Street and Lilac Street at 65 decibels ( dB ) . The project will result in a <br /> temporary increase in ambient noise level associated with project construction activities to include grading and use of <br /> heavy machinery and equipment. However, noise associated with construction , provided such activities do not take <br /> place before 6 : 00 a . m . or after 9 : 00 p . m . on any day , is exempt from the San Joaquin County noise ordinance . Therefore , <br /> noise impacts from the proposed project are expected to be less than significant . <br /> b ) Construction activity can generate varying degrees of ground borne vibration that will be temporary . Vibration during <br /> operation of the project will be negligible . Therefore , impacts from vibration are expected to be either temporary or less <br /> that significant . <br /> c) The project site is not located within the vicinity of a private airstrip or an airport land use plan . The nearest airport is <br /> the Lodi Metropolitan Airport located approximately 3 . 40 miles to the northeast . Therefore , the project' s potential for <br /> exposing future workers at the project site to excess noise levels and impacts resulting from airport noise levels to <br /> people residing or working in the project area is expected to be no impact . <br /> 24 <br />
