BEFORE THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN JOAQUIN STATE OF CALIFORNIA RESOLUTION R- 24 - 111 Resolution to Approve General Plan Map Amendment No . PA - 2200277 , Zone Reclassification No . PA- 2200278 , and Administrative Use Permit No . PA- 2300162 of Crystal Enterprises , LP . (c/o Baumbach & Piazza , Inc . ) (District 4) WHEREAS , on May 2 , 2024 , the Planning Commission heard General Plan Map Amendment No . PA- 2200277 , Zone Reclassification No . PA- 2200178 , and Administrative Use Permit No . PA-2300162 of Crystal Enterprises , LP . (the "Project" ) and voted 5 to 0 to forward the Project to the Board of Supervisors with a recommendation of approval ; WHEREAS , on May 21 , 2024 , the Board of Supervisors did conduct a properly noticed public hearing on the Project as recommended by the Planning Commission , during which they received oral and documentary evidence on the matter , NOW , THEREFORE , BE IT RESOLVED that this Board of Supervisors : 1 . Adopt the Mitigated Negative Declaration (Attachment A) for General Plan Map Amendment No . PA- 2200277 , Zone Reclassification No . PA- 2200278 and Administrative Use Permit No . PA- 2300162 ; 2 . Adopt the Mitigation Monitoring and Reporting Program (Attachment B ) for General Plan Map Amendment No . PA- 2200277 , Zone Reclassification No . PA- 2200278 and Administrative Use Permit No . PA- 2300162 ; 3 . Adopt the Findings for General Plan Map Amendment (Attachment C ) and approve Zone Reclassification No . PA- 2200277 (Attachment D ) ; 4 . Adopt the Findings for Zone Reclassification (Attachment E) and approve Zone Reclassification No . PA- 2200278 (Attachment F) ; and 5 . Adopt the Findings for Administrative Use Permit (Attachment G) . and approve Administrative Use Permit No . PA- 2300162 with attached Conditions of Approval (Attachment H) . PASSED AND ADOPTED May 21 , 2024 , by the following vote of the Board of Supervisors , to wit : Resolution Template 01 /2023
