Attachment C <br /> FINDINGS FOR GENERAL PLAN MAP AMENDMENT <br /> PA -2200277 <br /> 1 . The proposed amendment will contribute to the public health , safety , and general welfare or will be of <br /> benefit to the public . <br /> • This finding can be made because the proposed General Plan Map Amendment from <br /> Community Commercial ( C/C ) to Medium Density Residential ( RIM ) will permit additional <br /> residential development on the project site , including the proposed underlying Multi - Unit <br /> Residential project to construct a four- plex and an Accessory Dwelling Unit . The County <br /> and State suffer from a chronic housing shortage , and pursuant to the San Joaquin Council <br /> of Governments ' Regional Housing Needs Plan , the projected housing need for the San <br /> Joaquin County region for the next 8 years is 52 , 719 total housing units . The change to a <br /> residential General Plan designation will allow for additional housing units to be <br /> constructed , which will benefit the public . <br /> 2 . The proposed amendment is consistent with the General Plan goals , unless the goals themselves are <br /> proposed to be amended . <br /> • This finding can be made because the proposed General Plan Map Amendment will allow <br /> for additional residential development of the project site within an area that is already <br /> developed with residential uses and has available infrastructure . Pursuant to General Plan <br /> Land Use Goal LUA .4 , the County shall encourage infill development within or adjacent to <br /> existing development in order to maximize the efficient use of land and use existing <br /> infrastructure with the capability to serve new development . The project site is located <br /> within the Urban Community of Woodbridge and the service area for the Woodbridge <br /> Sanitary District (WSD ) , which provides sewer to the community . Additionally , the project <br /> site is adjacent to the San Joaquin County Public Works ' Mokelumne Acres Maintenance <br /> District , which provides water and storm drainage to the area . WSD and the Department of <br /> Public Works have provided will -serve letters indicating that the districts can serve the <br /> underlying multi - unit residential project with public services for water, sewer, and storm <br /> drainage , consistent with General Plan Land Use Goal LUA . 4 . Therefore , the proposed <br /> amendment is consistent with the General Plan goals for the area . <br /> 3 . The proposed amendment retains the internal consistency of the General Plan and is consistent with <br /> other adopted plans , unless a concurrent amendment to those plans is also proposed and will result in <br /> consistency <br /> • This finding can be made because the proposed project is located within the boundaries <br /> identified in the 2035 General Plan as the developed Community of Woodbridge , 1085 feet <br /> south of the Mokelumne River . Based on the location of the site , the project will not impact <br /> riparian habitat or public access to and along the Mokelumne River, nor does it intrude into <br /> agricultural lands north of Woodbridge . Approval of this project would not change the <br /> overall zoning pattern of the surrounding area , which contains a mix of commercial and <br /> residential uses , and will align the General Plan and Zoning with existing residential uses <br /> on -site . The subject parcel currently has existing non -conforming residential uses and is <br /> located adjacent to Low Density Residential zones . The amendment to the General Plan will <br /> result in consistency with the existing uses in the area . <br /> 4 . The proposed amendment has been reviewed in compliance with the requirements of the California <br /> Environmental Quality Act . <br /> • This finding can be made because the proposed General Plan Map Amendment was <br /> reviewed with the accompanying Zone Reclassification , and Administrative Use Permit in <br />
