Environmental Health Department <br />AMENDED <br />2/2/2024 <br />Aboveground Petroleum Storage Act Inspection Report <br />Date: <br />January 18, 2024 <br /> Facility Address: <br /> 3940 N TRACY BLVD, TRACY <br /> Facility Name: <br /> H&S ENERGY PRODUCTS, LLC 3084 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 718 CFR 112.8(c)(10) Failed to promptly correct visible discharges and/or remove accumulations of oil in diked areas. <br />OBSERVATION: The facility failed to promptly correct visible discharges of oil from the elbow/union fill connection <br />piping on the 15,000 gallon AST diesel tank. Heavy staining was observed on the elbow/union fill connection during <br />the inspection. <br />REGULATION GUIDANCE: (c)(10) Promptly correct visible discharges which result in a loss of oil from the <br />container, including but not limited to seams, gaskets, piping, pumps, valves, rivets, and bolts. You must promptly <br />remove any accumulations of oil in diked areas. <br />CORRECTIVE ACTION: Immediately clean and fix the piping and manage all wastes according to the California <br />Code of Regulations Title 22 hazardous waste regulations, submit proof of correction to the EHD. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />An inspection checklist was provided to the facility operator on the day of inspection. The checklist was <br />amended and violations 601, 605, 610, 613, 614, 620, and 718 were added.
