The diesel generators day-tanks#1,#3, and#4 have faded control panel screens . The high and low level <br /> alarms, and fuel level are illegible to read on the faded screen. <br /> REGULATION GUIDANCE: (c)(8)Engineer or update each container installation in accordance with good <br /> engineering practice to avoid discharges.You must provide at least one of the following devices: <br /> (i) High liquid level alarms with an audible or visual signal at a constantly attended operation or surveillance station. <br /> In smaller facilities, an audible air vent may suffice. <br /> (ii)High liquid level pump cutoff devices set to stop the flow at a predetermined container content level. <br /> (iii)Direct audible or code signal communication between the container gauger and the pumping station. <br /> (iv)A fast response system for determining the liquid level of each bulk storage container such as digital computers, <br /> telepulse, or direct vision gauges. If you use this alternative, a person must be present to monitor gauges and the <br /> overall filling of bulk storage containers. <br /> CORRECTIVE ACTION: Immediately replace/clean liquid level panel screens on these tanks in accordance with <br /> CFR 112.8 and implement necessary procedures to ensure that this device is fully functional and in use at all times <br /> during tank's filling operations, provide proof of correction to the EHD. <br /> This is a Class II violation. <br /> 718 CFR 112.8(c)(10) Failed to promptly correct visible discharges and/or remove accumulations of oil in diked areas. <br /> OBSERVATION: The facility failed to promptly correct visible discharges of oil inside the fill port of the 10,000 <br /> gallons diesel tank. <br /> REGULATION GUIDANCE: (c)(10) Promptly correct visible discharges which result in a loss of oil from the <br /> container, including but not limited to seams, gaskets, piping, pumps, valves, rivets, and bolts.You must promptly <br /> remove any accumulations of oil in diked areas. <br /> CORRECTIVE ACTION: Immediately removed the discharge from the fill port and submit proof of correction to the <br /> EHD. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Conducted an aboveground Petroleum Storage Tank (APSA) routine inspection. There were ten violations <br /> during the inspection. An inspection checklist was provided to the facility operator at the time of inspection. The <br /> report was completed and amended today.
