CERS lists the date as 11/09/2018. <br /> The current SPCC Plan has a 3/30/2021 date. <br /> REGULATION GUIDANCE: Beginning January 1, 2013, all businesses are required to submit all new(or any <br /> changes to existing)Aboveground Petroleum Storage Act(APSA)information online to the CERS at <br /> http://cers.calepa.ca.gov. B <br /> 25404(e)(4) No later than three years after the statewide information management system is established, each <br /> CUPA, PA, and regulated business shall report program data electronically.The secretary shall work with the <br /> CUPAs to develop a phase-in schedule for the electronic collection and submittal of information to be included in the <br /> statewide information management system, giving first priority to information relating to those chemicals determined <br /> by the secretary to be of greatest concern.The secretary, in making this determination shall consult with the <br /> CUPAs,the California Emergency Management Agency,the State Fire Marshal, and the boards, departments, and <br /> offices within the California Environmental Protection Agency. <br /> CORRECTIVE ACTION: Log into CERS and submit the updated APSA program section. Submit statement to EHD <br /> demonstrating that the facility will submit the plan by the due date. <br /> This is a minor violation. <br /> 604 CFR 112.7(a)(3)(i)Plan failed to include oil type and storage capacity for each container. <br /> OBSERVATION: The Spill Prevention, Control, and Countermeasure(SPCC)Plan failed to address the type of oil <br /> and storage capacity for each container.The SPCC plan lists two 55 gallon drums of oul and two 55 gallon drums <br /> of solvents located in the oil containment storage . Observed six drums of oil onsite,which included three 55 gallons <br /> drums of oils and three 55 gallons of used oil. One of the used oil drum was located outside the containment <br /> storage area. <br /> REGULATION GUIDANCE: The SPCC plan shall include: (i)The type of oil in each fixed container and its storage <br /> capacity. For mobile or portable containers, either provide the type of oil and storage capacity for each container or <br /> provide an estimate of the potential number of mobile or portable containers,the types of oil, and anticipated <br /> storage capacities. <br /> CORRECTIVE ACTION: The SPCC Plan shall properly address the type and storage capacity of all fixed and <br /> portable and/or mobile containers, as required.
