OBSERVATION: Liquid was found in the 87 STP and fill sumps, 91 STP sump, and Diesel STP and fill sumps, indicating a leak in the secondary containment. -Diesel STP and fill sumps and 91 STP observed with blue-green colored liquid -Amrit Sandhu stated there is no leak and liquid present in sumps mentioned is due to brine refilling, however there was no evidence observed of a qualified technician performing this activity REGULATION GUIDANCE: Secondary containment shall be impervious to the liquid and vapor of the substance contained and constructed to prevent structural weakening as a result of contact with any hazardous substances released from the primary containment. CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to make repairs to the UST system under permit and inspection of the EHD. This is a repeat violation, Class II. 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). OBSERVATION: Liquid was found in the Diesel STP and fill sumps, 91 STP sump, and 87 STP and fill sumps. REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and certified contractor to address the water intrusion into the Diesel STP and fill sumps, 91 STP sump, and 87 STP and fill sumps under permit and inspection of the EHD, if needed. This is a repeat violation, Class II. 315 HSC 25290.1(e)Failure to maintain interstitial space to detect leaks before release to environment(post-Jul 2004). OBSERVATION: The Diesel STP and fill sumps and 91 STP sump were observed with a blue green liquid in the sump, indicating release of brine into the sump. REGULATION GUIDANCE: The interstitial space of the UST shall be maintained, as designed, under constant vacuum or pressure such that a breach in the primary or secondary containment is detected before the hazardous substance is released into the environment. CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace the failed component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one business day from the EHD, if needed.
