SAN J O A R N Environmental Health Department <br /> '_ -:JUIN i , �V <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Costco Wholesale#1031 2440 DANIELS ST, MANTECA May 08, 2024 <br /> Single-Walled Non-Pressurized Piping <br /> 404 CCR 2643(e),2661(f) Failure to conduct 0.1 gph test on single-walled gravity piping biennially or post repair(pre-1984) ❑V ❑R ❑COS <br /> Other Violations <br /> 2010 See below Unlisted General violation ❑V ❑R ❑COS <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 HSC 25292.1(a)Failure to operate UST system to prevent unauthorized releases including leaks,spills and overfills. <br /> OBSERVATION: The fuel filters under the dispensers are not located to allow drips and leaks to drain back into the <br /> UDC.This issue was observed in the 17/18, 19/20, 21/22, and 23/24 dispensers. <br /> REGULATION GUIDANCE: The underground storage tank system shall be operated to prevent unauthorized <br /> releases. <br /> CORRECTIVE ACTION: Immediately provide approved secondary containment for the filters under permit and <br /> inspection by the EHD. <br /> This is a Class II violation. <br /> 304 CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product-tight. <br /> OBSERVATION: Liquid and buildup on piping visible on West-most piping in 3/4 dispenser UDC, indicating a leak in <br /> the primary containment. <br /> REGULATION GUIDANCE:All primary containment for the UST system must be product tight. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed component(s), under permit and inspection of the EHD if necessary. <br /> This is a repeat violation, Class II. <br /> 318 CCR 2635, 2637.1,2665, 2712 Failed to meet spill container requirements. <br /> OBSERVATION: The 87A, 87B, and 91 spill container failed when tested. <br /> REGULATION GUIDANCE:All spill containers shall have a minimum capacity of five gallons and be capable of <br /> containing a spill or overfill until it is detected or cleaned up. <br /> CORRECTIVE ACTION: Technician replaced gaskets for each tank spill container,tested and passed.This was <br /> corrected on site. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 6/7/2024. <br /> FA0018721 PR0527629 SCO01 05/08/2024 <br /> EHD 23-01 Rev.12/06/2021 Page 4 of 5 Underground Storage Tank Program OIR <br /> 1868 E.
