There was separation between the manually screened greenwaste pile and the unscreened
greenwaste received.
2. The fly population was light.
3. All records were available for review.
4. The temperature of the greenwaste and overs was 90 F and 88 F respectively. The
temperature range of the ground material and windrows was 125 F to 148 F and 130 F to
141 F respectively. The temperature range of the pre-screened material and the screened
material was 123 F to 124 F and 115 F to 137 F respectively.
5. Inspector drove south of the facility along Austin Road and found no objectionable odors
resulting from the composting operation.
6. A complaint regarding strong odors resulting from the composting operation was received
by the San Joaquin County Environmental Health Department(EHD)on 5/30/13. A site
visit was conducted on that same day by EHD inspectors Robert McClellon and Michael
Kith. Odor was only detected at the gate. No odor detected along Austin Road. The
odor detected at the gate appeared to come from a portion of finished pre-screened
compost that was on site for more than 6 months. The on-site manager, Ruben Ramirez,
was made aware of this finding. On 6/5/13, Ruben called Michael and informed him that
this portion of finished compost was screened. Michael made a site visit on that same
day and verified that the pile was screened. No further odor was dectected. Complaint
was abated.
