Previous area of concern regarding employees not wearing hard hats has been corrected.
A personal protective equipment training was conducted and documented.
2. An odor complaint was received by the San Joaquin County Environmental Health
Department. Robert McClellon (program coordinator)and Michael Kith (lead senior)did
a site investigation from 9/10/13 to 9/12/13. They did not find anything that
substantiated the complaint. Also Scott Van Dyken, air quality inspector for the San
Joaquin Valley Air Pollution Control District, did a site investigation on 9/12/13 in
response to an odor complaint. According to Mr. Dyken during a phone conversation, no
odors were detected (complaint was not substantiated).
3. Facility has stopped receiving cannery waste for composting. The final day of receipt of
the cannery waste was on 9/16/13. Documentation showing this was available for review.
According to the facility, any cannery waste received is now being taken to the landfill for
disposal.
4. The temperature and turning records were reviewed. An error was observed for windrows
#41 and #42. The records for these windrows state that pathogen reduction was met
after 4 turnings. Facility was told that pathogen reduction can only be met with 5
turnings. They were instructed to correct the errors on the records. This issue will be
looked at for correction during the next monthly inspection.
5. There was separation between the manually screened greenwaste pile and the unscreened
greenwaste received.
6. The fly population was light. Fly traps were observed on site.
7. All records were available for review.
8. The temperature of the greenwaste and overs was 85 F and 92 F respectively. The
temperature range of the ground material and windrows was 102 F to 110 F and 123 F to
146 F respectively. The temperature range of the pre-screened product and the screened
product was 109 F to 116 F and 118 F to 133 F respectively.
