C <br />FORWARD LANDFILL <br />REVISED 2013-2014 WINTERIZATION PLAN <br />November 15, 2013 <br />1. Recent History <br />Forward constructed WMU (waste management unit) FU -10 in 2010. Forward has been <br />disposing of Class Il and Class III refuse in WMU FU -10 and in the completed cells to the west <br />of WMU FU -10. There was no new cell constructed in 2012. WMU FU -13 was constructed this <br />past summer, and filling began in this cell on October 4, 2013. <br />2. Reseeding and Erosion Control <br />An annual inspection of the vegetative cover has been completed. The areas that were found to <br />have a lack of necessary cover will be hydro -seeded just prior to the next rain event to control <br />erosion. Presently all erosion has been addressed and will be monitored throughout the wet <br />season. Areas that are found to be eroded will be recovered with dirt immediately upon suitable <br />weather conditions. <br />3. Drainage <br />Non -contact water will be directed to three locations. The first location (number one (#1)) <br />accumulates non -contact water from the current Forward Resource Recovery Facility (FRRF) and <br />is located on the west corner of the FRRF, south of the South Fork of Little Johns Creek. The <br />second location (number two (#2)) services the current southern portion of the Forward Landfill <br />and is located at the southwest corner of this area, north of the South Fork of Little Johns Creek. <br />The third non -contact water located (number three (0)) is located at the southwest corner of the <br />northern portion of Forward Landfill, directly west of WMU FU -03. <br />All non -contact water in locations #1 and #2 are held in a sediment pond and then sampled and <br />analyzed in accordance with Forward Landfill's Stormwater Pollution Prevention Plan and Storm <br />Water Monitoring Plan. If the pond is at capacity and the stormwater samples comply with the <br />discharge requirements, non -contact water may discharge to the South Fork of Little Johns Creek. <br />A log is kept on site recording the volume of non -contact water discharged to the creek from the <br />pond. During the recent past, these locations have been more than sufficient to retain all <br />stormwater throughout the season, and no non -contact water has been discharged to the creek. <br />
