Remedial measures will be designed and implemented to control leachate seeps. The remedial <br />action plan will be submitted to the LEA for review and approval, prior to implementing the plan. <br />5. WMUs <br />All constructed WMUs at the site have been approved for disposal by the Regional Water Quality <br />Control Board (RWQCB). <br />6. Disposal Treatment Areas <br />The WMUs that may receive waste during the winter of 2013-2014 include FU -03, FU -04, FU - <br />05, FU -06, FU -08 Phase I, FU -08 Phase II, FU -10, and FU -13. Compost -overs may be <br />stockpiled near the working face and will be utilized as necessary for traction control at the active <br />face of the landfill. Compost -overs utilized for traction control will not be utilized as daily cover <br />but will instead be treated as disposal at the end of the day and covered with approved daily cover <br />materials. <br />7. Access <br />Roads necessary for the safe operation of Forward Landfill during inclement weather are graded <br />to promote drainage and direct water to a central collection point. Roads are winterized with <br />asphalt, road base, crushed concrete, gravel, and recycled asphalt. Gravel has been delivered to <br />the site and divided into strategically placed piles to perform repairs as necessary to the roads <br />during the 2013-2014 winter season. Access roads will be monitored on a daily basis and will be <br />maintained, as needed, via the placement of gravel and/or the use of a motorgrader. <br />The exit road from the landfill is paved to prevent trackout. In previous years, a tracinator was <br />also used to clear mud from the tires of trucks exiting the landfill. Forward Landfill is currently <br />constructing a tire wash station (see Attachment) along the main landfill exit road that will be <br />used instead of the tracinator to more efficiently clean truck tires. The tire wash station is <br />scheduled for completion by the end of November 2013. In addition, exit roads and Austin Road <br />will be reviewed on an hourly basis and will be cleaned by sweeper truck and water truck, as <br />needed, to prevent any build-up of mud. <br />
