These sites include areas of crop production , animal feeding <br /> operations and unpaved roads/equipment areas . Dairies <br /> with greater than or equal to 500 milk cows are subject to the <br /> requirements of District Rule 4570 . Therefore , a Rule 4570 <br /> application shall also be submitted to the District . <br /> 3 ) Future Projects / Land Use Agency Referral Documents <br /> Future development projects may require an environmental review and air emissions <br /> mitigation . A project ' s referral documents and environmental review documents <br /> provided to the District for review should include a project summary , the land use <br /> designation , project size , air emissions quantifications and impacts , and proximity to <br /> sensitive receptors and existing emission sources , and air emissions mitigation <br /> measures .
