Hazelton Avenue <br /> Stockton, CA 95205-6232 <br /> Re: Wet Weather Preparedness and Winter Operations <br /> Plan Central Valley Compost Facility <br /> Facility Number 39-AA-0051 <br /> Dear Ms. Singh: <br /> USA Waste of California, Inc. dba Central Valley Compost(CVC or"Facility") submits <br /> the following Wet Weather Preparedness and Winter Operations Plan in accordance with <br /> Solid Waste Facility Permit(SWFP) Facility Number 39-AA-0051, Section 16. This <br /> letter provides an update on the construction of significant improvements, a review of <br /> mitigation efforts during the construction, and a summary of current and planned controls <br /> within the site. <br /> CVC recently underwent significant construction upgrades to modernize composting processing <br /> elements. The completed work includes the following: <br /> • Low permeability working surfaces consisting of a soil layer on the composting pads. <br /> • Lined detention ponds which include vents and underdrain systems. <br /> • Updated drainage conveyance system including new drainage channels lined with <br /> concrete and reinforced with a welded wire fabric. <br /> While Facility improvements were being constructed, interim measures were performed which <br /> included operating the facility with limited capacity, removing nuisance vegetation from <br /> working surfaces and detention ponds, and street sweeping all permeable surfaces two or three <br /> times per week. <br /> Since the completion of the construction the Facility continues to clean all the ditches of litter <br /> and sediment to ensure proper flow of runoff water to the contact ponds. The Facility continues <br /> to street sweep twice a week or as needed to minimize vehicle track-out. Straw wattles have <br /> also been placed around the drains to eliminate sediment and litter from entering the drains. <br />
