Hazelton Avenue Stockton, CA 95205-6232 Re: Wet Weather Preparedness and Winter Operations Plan Central Valley Compost Facility Facility Number 39-AA-0051 Dear Ms. Singh: USA Waste of California, Inc. dba Central Valley Compost(CVC or"Facility") submits the following Wet Weather Preparedness and Winter Operations Plan in accordance with Solid Waste Facility Permit(SWFP) Facility Number 39-AA-0051, Section 16. This letter provides an update on the construction of significant improvements, a review of mitigation efforts during the construction, and a summary of current and planned controls within the site. CVC recently underwent significant construction upgrades to modernize composting processing elements. The completed work includes the following: • Low permeability working surfaces consisting of a soil layer on the composting pads. • Lined detention ponds which include vents and underdrain systems. • Updated drainage conveyance system including new drainage channels lined with concrete and reinforced with a welded wire fabric. While Facility improvements were being constructed, interim measures were performed which included operating the facility with limited capacity, removing nuisance vegetation from working surfaces and detention ponds, and street sweeping all permeable surfaces two or three times per week. Since the completion of the construction the Facility continues to clean all the ditches of litter and sediment to ensure proper flow of runoff water to the contact ponds. The Facility continues to street sweep twice a week or as needed to minimize vehicle track-out. Straw wattles have also been placed around the drains to eliminate sediment and litter from entering the drains.
