Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. <br />This was corrected on site <br />This is (Class 2) Violation. <br />50 <br />CA Code of Regulations 2635, 2637.1, 2665, 2712 2060020 - Spill buckets meet requirements, have been tested as <br />required, and records kept for 36 mths (TCR 9a). <br />OBSERVATION: The 91 spill container failed when tested. REGULATION GUIDANCE: All spill containers shall <br />have a minimum capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. <br />CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to repair or replace <br />the spill container under permit and inspection of the EHD. <br />This is a repeat violation (Class 2) Violation. <br />55 <br />CA Code of Regulations 2716(f) 2010004 - Copies of DO inspections for last 12 months maintained, 36 months for <br />those after 10/1/18 (TCR 12). <br />OBSERVATION: The 06/01/2024 designated operator inspection reports were not found on site. The facility Mr. Mike <br />Boparai stated that the June 2024 DO report was still with the designator operator, Edward Stearns. <br />REGULATION GUIDANCE: Designated operator inspection reports prior to October 1, 2018 shall be retained on site <br />for twelve months. Designated operator inspection reports on or after October 1, 2018 shall be retained on site for <br />thirty-six months. CORRECTIVE ACTION: Locate and ensure that copies of the previous thirty-six months of <br />designated operator inspection reports are maintained on site. Submit copies of the missing reports to the EHD. <br />This is (Class 2) Violation. <br />57 <br />CA Code of Regulations 2715(c) 2030012 - Initial and annual training provided to employees and at least one trained <br />employee is present. <br />OBSERVATION: The designated operator employees training record were not current. The employees training record <br />on site is dated in 2022. REGULATION GUIDANCE: The designated operator shall train facility employees in the <br />proper operation and maintenance of the UST system at least once every 12 months. The training shall be conducted <br />before the individual performs the duties of a facility employees. The training shall include, but is not limited to: 1. <br />Operation of the UST system in a manner consistent with the facility's best management practices 2. Employee's <br />role with regard to monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with <br />regard to spills and overfills as specified in the facility's response plan 4. Name of the contact person(s) for <br />emergencies and monitoring equipment alarms Initial training shall also include a site-specific practical demonstration <br />that provides both sharing information and evaluating knowledge for responding to emergencies, leak detection, <br />monitoring alarms, spills and overfills. At least one of the facility employees present during operating hours shall have <br />current training. CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, <br />maintain the list on site, and submit a copy of the training records to the EHD. <br />This is (Minor) Violation. <br />59 <br />CA Code of Regulations 2712(b)(1-2) 2030001 - Records of release detection monitoring and maintenance properly <br />maintained (TCR 9d). <br />OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. The 2022 and <br />2021 monitoring system certification test results were not found on site during the inspection. The 2022 and 2021 spill <br />container test results were not found on site during the inspection.
