SAN J D AR I N Environmental Health Department <br /> I Y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ALL COUNTIES GLASS 2020 MINER AVE, STOCKTON April 04, 2024 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that <br /> employees who handle hazardous waste were properly trained.An open 55-gallon drum of used oil was observed in <br /> the blower room. Per Ed,the drum does not get closed and used oil gets added into the drum approximately once a <br /> month. Hazardous waste containers should be closed at all times unless waste is being added or removed in the <br /> container. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San <br /> Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include hazardous <br /> waste. <br /> This is a Class II violation. <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The facility could not provide all of the consolidated manifest receipts for hazardous waste <br /> transported from the site in the past three years. The missing receipts include: <br /> -024226317JJK, ship date 2/3/2023-waste code 221, 70 gallons <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Locate a copy of the receipts listed above.
