August 19, 2019

Mr. Brad Shelton
Regional Water Quality Control Board
Central Valley Region
11020 Sun Center Drive, #200
Rancho Cordova, CA 95670

Dear Brad:
Subject: Forward, Inc. Landfill, Waste Management Unit FU-19 Design Report Comments
This letter is in response to your 16 August 2019 comments on the Design Report for
WMU FU-19 at the Forward Landfill.
Question 1: Operations Layer Specification
A typical sample of operations layer material was collected from the operations layer
stockpile on 13 August 2019. Laboratory testing is currently being performed and the
results will be available shortly and will be submitted to the CVRWQCB.
Question 2: Pipe Velocity Calculations
Pipe velocity calculations were performed and are attached. The pipe velocity calculation
conservatively assumed that flow within the 6-inch HDPE SDR 11 LCRS pipe (inside
pipe diameter 5.35-inches) would be approximately 15 percent of capacity. The
calculations were performed for the pipe at both a 0.65 percent slope and a 1 percent
slope and the pipe velocity ranged from approximately 1.2 to 1.5 feet per second, which
is within the EPA recommended range of 1 to 2 feet feet per second. In addition, a 10-
inch HDPE riser pipe will be connected to the 6-inch LCRS pipe, to allow access for
camera inspection or potential cleaning of the 6-inch LCRS pipe, if necessary.
Question 3: LCRS Inspection
A 3-inch solid HDPE pipe will be added on the west and east sides of WMU FU-19 to
allow LCRS inspection testing. The 3-inch pipe will be placed at the top of the LCRS
gravel on the base of WMU FU-19 and will be accessed through a riser pipe to allow for
a slug of water to be introduced.
LEWIS ENGINEERING
98 Ramona Ave., Piedmont, CA 94611 Tel: 510.601.7223 Fax: 510.601.7206
