Compostable Materials Handling Operation and Facility Inspection <br /> Report ( 93 ) <br /> Forward Resource Recovery Facility ( 39 -AA-0020 ) <br /> 3/30/2023 <br /> 1 . The Area of Concern regarding Operator Complies with Terms & Conditions has been <br /> corrected . A report summarizing the annual reporting requirements was submitted to the LEA <br /> on March 15 , 2023 . <br /> 2 . The front gate to the property is damaged . Per operator , the gate is in working condition <br /> and a chain is applied for extra reinforcement to prevent unauthorized access to the facility . <br /> Quotes are currently being accepted for the repair of the gate . <br /> 3 . A heavy layer of material observed under the ground green waste and in between the <br /> windrows . Operator informed to decrease the amount of padding under the waste and in <br /> between the windrows . <br /> 4 . A majority of the site was inaccessible by vehicle or by foot due to recent rain events . The <br /> site was very muddy . <br /> 5 . The following temperatures were measured during the inspection : <br /> - Incoming green waste was 54 ° F . <br /> - Ground green waste ranged from 78 ° F to 102 ° F . <br /> - Windrow was 148 ° F . <br /> 6 . Temperatures were not measured for the overs , finished product , finished compost and the <br /> biomulch . Only one temperature was taken from the windrows . <br /> 7 . The weather during the inspection was 48 ° F with a wind speed of 6 mph . <br /> 8 . Odor was moderate and flies were not observed . <br /> 9 . Records were reviewed and they are meeting state minimum standards . <br /> 10 . Track out to Austin Rd . was light to moderate .
