Easter <br /> THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF DIVISION 30 OF PUBLIC RESOURCES CODE(PRC)AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS(CCR) <br /> No Violations or Areas of Concern <br /> V A Regulations <br /> x 20750 - Site Maintenance <br /> Comments: Dumped asphalt and concrete observed in the previous inspection, remains at the northwest corner <br /> of the interior fencing for the horse stable on the property. <br /> a. The operator shall implement a preventative maintenance program to monitor and promptly repair or correct <br /> deteriorated or defective conditions with respect to requirements of the CIWMB standards, and conditions <br /> established by the EA. All other aspects of the disposal site shall be kept in a state of reasonable repair. 27 CCR <br /> § 20750 <br /> b. Operator to remove recently dumped construction and demolition materials from the disposal site and cease to <br /> bring materials onsite for disposal. <br /> x 21180 - Postclosure Maintenance <br /> Comments: Water continues to flow from the gate-valve near the standpipe at the northern property line. <br /> Ponded water and green grass observed with an outside air temperature of 93°F. Irrigation of the disposal site <br /> was the subject of an Area of Concern in the previous inspection report, and the subject of violations in July 2019 <br /> and October 2019. During the May 2020 inspection, the operator stated that he would have the gate-valve <br /> repaired. <br /> a. Failure to return to compliance by the next quarterly inspection may result in a $152 charge for a re-inspection <br /> and an Administrative Hearing with a $304 fee. <br /> b. All proposed postclosure land uses, other than non-irrigated open space, on sites implementing closure or on <br /> closed sites shall be submitted to the EA, RWQCB, local air district and local land use agency. The EA shall <br /> review and approve proposed postclosure land uses if the project involves structures within 1,000 feet of the <br /> disposal area, structures on top of waste, modification of the low permeability layer, or irrigation over waste. 27 <br /> CCR § 21190 (c) <br /> c. Operator to take measures to eliminate water from irrigation and to return the disposal site to non-irrigated <br /> open space. <br /> Inspection Report Comments: <br /> Conducted a quarterly inspection on this date and noted the following: <br /> 1. Continuation of CCR § 21190 (c)violation for leaking gate-valve. <br /> 2. The previous 27 CCR§ 20750 Area of Concern cited for recently dumped asphalt and concrete is elevated to a <br /> violation. <br /> Notes: <br /> 1. Vegetation levels were acceptable except in the area subject to irrigation. The operator is to cut vegetation in the <br /> irrigated area once it has dried. <br /> 2. Reprocessed asphalt remains in stockpiles west of the equipment shed. <br /> 3. Broken glass was visible in tire ruts.
