1.0 INTRODUCTION AND PROPOSED DEVELOPMENT:
1.1 Description of site: The project consists of one parcel totaling 15.9 acres. The subject Assessor
Parcel Number is 059-260-10 (formerly: 059-160-03). The project is in an agricultural area. The parcel
is zoned I/T.
1.2 Description of Proposed Development: It is proposed to create two parcels. These parcels are
being created based on the existing 15.9-acre parcel. In accordance with the San Joaquin County
Development Title, this Surface and Subsurface Contamination Report (SSCR) is being submitted for
approval. This report will investigate the property for visual or historical environmental contamination
based on field observation, interviews with the owner, and County records. (This SSCR includes no
chemical analysis).
1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page).
1.4 Site Map: (See Appendix for Tentative Map).
2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF THIS SITE:
2.1 Discussion of Past, Present, and Proposed Future Uses: The primary source of information of
the historic use of this property is testimony from one of the owners, Terry Tarditi, who has owned the
parcel for over 20 years. The land use has not changed during this time. The land has been a truck yard,
residence and orchard. The parcel's future use is to continue being a truck yard, residence and orchard.
The site currently has above ground storage tanks that were out of compliance in the past. The AST's
were brought back into compliance in June, 2023 by the SPCCP(see appendix for aboveground
petroleum storage program records and SPCCP). The site will continue to use these AST's in the future.
3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF
CONTAMINATION:
3.1 Methods used to research: Methods used to research this parcel were records researched at the
San Joaquin County Agriculture Commissioners office in February, 2024 (see appendix for results). An
onsite survey was performed on February 14, 2024 by staff of Dillon& Murphy. Various records and
documents from the San Joaquin County Environmental Health Department, California State
Waterboard and Calrecycle have been incorporated into this report and may be found in the appendices
as necessary.
3.2 Description of all past on-site potential and/or known above and below ground sources of
contamination identified at the project site: Past on-site potential for contaminations includes farming
use. Historically there have been underground storage tanks on site but those were removed between
March, 1995 and May, 1999. Four monitoring wells were installed between 1995 and 1998 and were
used to monitor contamination until 2013 when the cleanup status was considered complete by the State
Water Resource Control Board(see appendix for results). There are 13 existing aboveground storage
tanks and various 55-gallon drums for petroleum product and various waste(see SPCCP in the appendix
for sizing and contents). Previously the tanks were out of compliance but were brought into compliance
1
