Forward Resource Recovery Facility WDR Technical Report <br /> <br />HDR Engineering, Inc. 10 October 2021 <br /> <br />4.0 Operations and Monitoring Information <br />4.1 Annual Survey <br />Forward Inc. Compost Facility will perform an annual survey to confirm that all containment <br />structures are prepared for the pending wet season. The Facility shall conduct an annual survey <br />prior to the anticipated wet season, but no later than August 31 and complete any necessary <br />construction, maintenance, or repairs by October 31. The following will be included in the Annual <br />Monitoring and Maintenance Report: <br />1) The observation date and time of the survey, along with the name of the inspector; <br />2) The type of deficiency/noncompliance; <br />3) The cause of deficiency/noncompliance; <br />4) Map showing the area of deficiency/noncompliance; <br />5) The corrective actions undertaken, or planned to resolve the <br />deficiency/noncompliance, including the date and time of repairs <br />6) The measures undertaken by the Discharger to present the recurrence of the observed <br />deficiency/noncompliance; and <br />7) Photographs of the observed deficiencies/noncompliance with corresponding <br />locations on the map. <br />The purpose of the annual survey is to assure that the site has been graded and prepared for the <br />rainy season to eliminate and minimize erosion and ponding, in compliance with the requirements <br />of the General Order. The annual survey will be conducted by Forward Inc. Compost Facility’s <br />personnel in collaboration with the necessary contractors (if applicable) to assure that the existing <br />grading and drainage is consistent with the approved grading and drainage plans and has not <br />deteriorated or been significantly altered. <br />More detail on the Annual Monitoring and Maintenance Report can be found in the General Order <br />Attachment B, Monitoring and Reporting Program Section B.1. <br />4.2 Inspection and Maintenance Program <br />All composting operation areas will be evaluated on at least a quarterly basis for any evidence of <br />leachate, ponding, or surface failures such as cracking, spilling, or subsidence, in compliance with <br />the specifications of the General Order. All inspections and record keeping will be conducted in <br />accordance with the requirements in the General Order Attachment B, Monitoring and Reporting <br />Program. <br />All equipment will be serviced and maintenance per manufacturers’ recommendation. Records <br />will be kept on-site. <br />4.3 Pollution Prevention Practices <br />As required by CalRecycle for their Compostable Materials Handling Permit (e.g., Solid Waste <br />Facility Permit), Forward Inc. Compost Facility has a Vector Control Plan, Odor Management <br />Plan, and Litter Management Plan. These plans in conjunction with the County of San Joaquin’s
