~~7t REPUBLIC <br />1fT'" SERVICES <br />November 15, 2012 <br />RE: Forward Landfill guidelines <br />Dear Haulers: <br />The purpose of this letter is to briefly introduce myself as the new Environmental Manager at <br />Forward, Inc. (Forward). I have recently joined the team at Forward, and I am eager to work <br />with all of you to achieve our environmental goals. <br />As a recent transplant from Missouri, I have been spending much time getting familiar with <br />environmental regulations from state, county, and local agencies in California. Due to the <br />comprehensive nature of California's regulatory framework, I see the need to work closely not <br />only with Forward's personnel, but also with each and every person that enters our facility, to <br />maintain compliance with applicable environmental regulations. Therefore, I hope you will join <br />me in making Forward a safe and an environmentally responsible operation in addition to a <br />profitable one by maintaining compliance with all governmental rules and regulations and <br />Republic Services, Inc. pOlicies. Specifically, please review the following topics and operate in <br />accordance with these guidelines: <br />» Load safety (roll-ofts) -Check cable for damage, loose threads, or frays. Always <br />secure containers to the rails with the appropriate front attachments and an effective rear <br />latching system while transporting the containers. » Freeboard -Maintain sufficient freeboard, reduce speeds, and tarp loads to prevent the <br />occurrence of avoidable spills. » Safe speed -Obey all posted speed limits. Furthermore, sufficiently reduce speeds <br />when traveling down hills, rounding corners, etc. such that you prevent shifting of loads. <br />Shifting loads may lead to avoidable spills andlor dangerous working environments. <br />» Personal protective equipment -Wear approved hardhat and high-visibility vest or <br />shirt at the disposal facility. » Clean out -Clean out residual waste from vehicles near the working face to ensure that <br />residual waste from your truck can be covered in a timely manner. After dumping your <br />load, position your vehicle such that you maintain a safe clearance between the working <br />face, other vehicles and equipment, and yourself prior to cleaning out residual waste. <br />Be aware of the potential hazards around you. » Tarping -Secure tarps to prevent trash spillage. Replace deteriorated tarps. If hauling <br />asbestos, solid tarps must be used.
