There are four production water wells at the entire Forward Landfill/RRF/Composting Facility site. The first well, located near the main entrance of the landfill was drilled to a depth of approximately 135 feet and groundwater occurs at a depth of approximately 70 feet. The we ll was likely installed before the opening of the landfill, having been previously used for agricultural purposes. It is pumped at a rate of approximately 1,500 gallons per minute (gpm) at a maximum frequency of approximately 27 times during the course of a typical day. Another well is located south of the South Fork of South Littlejohn’s Creek , in the southeast corner of the Compost Facility/RRF area, and has a capacity of 500 gpm. The third well is located along the northern boundary of the former Austin Road Landfill. This well was installed in 1972 and has a production of approximately 60 gpm. The fact that groundwater flow near the existing Forward Landfill is not modified by pumping from this well suggests that it is screened in a confined unit be low the uppermost groundwater units that are monitored at the site. The fourth production well is located along the eastern boundary of the site , just south of the entrance to the Composting Facility/RRF . The locations of the wells located in the Compost Facility/RRF area is shown on Figure 2. On-site water uses include site construction and waste disposal operations, RRF and compost operations, dust control, compaction, irrigation, equipment maintenance operations, sanitary facilities, firefighting, and emergency situations. Bottled water is provided for drinking. Offsite. S tructures within 1,000 feet of the site boundaries are shown in Figure 3. As shown in Figure 3, there is one residence located near the site (within approximately a half mile or less). The residence at 9690 Austin Road is approximately 500 feet from the landfill, on the east side of Austin Road across from the landfill’s main entrance. This dwelling is currently rented by Forward and kept vacant has been demolished and no longer exis ts. In addition, three residences, with surrounding ancillary structures, are located on the east side of Austin Road, approximately one mile north of the main landfill entrance. Two additional residences, with surrounding ancillary structures, are locat ed east of Austin Road, south of the landfill. 1.2.3 Surrounding Land Use Pursuant to the San Joaquin County 2010 General Plan, the land use designation for the RRF and landfill site is A/G (Agriculture/General) and the zoning is AG -40 (Agricultural/General, 40-acre minimum lot size) as shown on Figure 3. The San Joaquin County Development Title specifies that Major Impact Services are allowed in AG -40 zone classification areas subject to a Use Permit. Major Impact Services, which include sanitary landfills, are defined as land intensive activities that must be located away from residences or concentrations of people due to the nature of the operation’s impacts. Since the RRF is situated on landfill property, it is considered a major impact facility and i s operated conditionally in the AG -40 zone. The existing Forward Landfill is operated under the San Joaquin County Land Use Permit s (UP-00-7)PA-1800090 and PA-0800105 grantedadopted in 200320, most recent ly updated in 2019 . Property to the east, west and south of the landfill is zoned A/G and property to the north is zoned Public/Institutional. Immediately north of the 33.23-acre RRF is the Forward Landfill and the approximate 184 -acre buffer area of the landfill (Brochinni Parcel) lies to the immediate west of the RRF. The land to the east and south is used for agriculture.
