Leachate Barriers <br />There are no leachate barriers currently proposed for the site. <br />b. Leachate Barrier Locations <br />There are no leachate barriers currently existing and/or proposed for the site. <br />c. Monitoring and Sampling Procedures <br />There are no leachate monitoring and sampling procedures proposed for the facility. <br />Compost rRunoff will be collected in a sedimentationlined compost retention basin located <br />in the southwest corner of the site. The retention basin contains a pan lysimeter which is <br />monitored in accordance with the facility’s Waste Discharge Requirements???. Runoff will <br />be sampled and monitored to meet pretreatment requirements or the site's Storm Water <br />Pollution Prevention Plan and Storm Water Monitoring Plan depending on final disposal of <br />collected water. <br />d. Leachate Volume <br />As discussed previously, significant leachate generation is not anticip ated. <br />e. Treatment, Storage and Discharge <br />Water collected in the sedimentatcompost retent ion basin will either be evaporated, used <br />during the initial mixing of the compost, used for dust control, pumped to the on -site <br />leachate evaporation pond, or transpo rted to a municipal treatment works depending on <br />the quality and quantity of collected water. Water used in the initial mixing of the compost <br />will bring the water content of the compost to proper levels. <br />f. Landfill Sites <br />F orward does not plan to locat e tThe Compost Facility is not located on an existing or closed <br />refuse fill area. However, it should be noted that the facility is located on an area permitted <br />for future WMUs at the Forward Landfill. <br />2.1.8 Site Access <br />The entrance to the RRF /Compost Facility is all-weather surfaces. On-site roads are <br />constructed, as needed. These on-site roads will be constructed with on -site soils, crushed <br />asphalt or aggregate, or both. The roads are maintained by site personnel. The first 120 <br />feet of the entrance road are paved. The area is swept, as needed . Debris is picked up, the <br />roads are graded occasionally, and watered daily for dust control. In addition, litter is raked <br />or picked up by hand. In the event that dirt is inadvertently tracked onto Austin Road by <br />vehicles leaving the site , the street sweeper will be deployed. The site is graded to provide <br />all-weather access. <br />Storage Areas. Extra equipment is stored in the equipment maintenance area and storage <br />yard at the landfill. Extra parts are stored in a trailer on the southwestern side of the RRF <br />building. <br />Parking Areas . Visitor and employee parking are on the east side of the RRF building as <br />shown on Figure 5. <br />Access. Access to the site is from Austin Road, a rural two -lane, paved road and is shown o n <br />Figure 5. The access road to the RRF /Compost Facility is located about 1,600 feet south of
