5-2 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - August 2019January 2022 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2019-2020\rcsi 2019\text\sec 5.doc <br />5.5 Fire Fighting Equipment <br />In addition to temperature monitoring of windrows, Forward has a number of site and <br />personnel fire prevention, protection and control measures in place as detailed in their <br />Contingency Plan. The following equipment and systems have been installed at the site to <br />prevent and control accidental ignition of combustible materials at the RRF /Compost <br />Facility: <br />⧫ Fire extinguishers - inspected routinely and recharged annually, or as needed <br />(locations of the fire extinguishers are shown in the Health and Safety Plan for the <br />site, included as an appendix to the Transfer/Processing Report (SWT, 201 9)); <br />⧫ Annual fire inspections by the Manteca -Lathrop Fire Department ; <br />⧫ A supply of soil is kept near the composting area to smother a potential fire ; <br />⧫ Two water trucks are available ; <br />⧫ Emergency fire hose hook ups are located in the southeast corner of the landfill, <br />north of the South Fork of South Littlejohn’s Creek and at the entrance facilities area <br />for the fire department ; <br />⧫ A Knoxbox outside the landfill main entrance with keys to the main gate, landfill <br />office, RRF and Compost Facility office, and fire box; and, <br />⧫ A pressurized water system, as needed. <br />Regular maintenance, inspection, and housekeeping procedures are conducted for this <br />equipment . Emergency equipment operating instructions, escape routes, emergency <br />response (including a separate section on AC W) and evacuation procedures are identified in <br />the Contingency Plan. <br />The RRF/Compost Facility equipment and vehicles are maintained to prevent fires by <br />frequently removing debris and dust from the undercarriages and engine compartments of <br />the heavy equipment , and checking for, and repairing oil and fuel leaks. Portable fire <br />extinguishers are provide d on all heavy equipment. The entrance facilities and <br />maintenance buildings are also equipped with fire extinguishers for extinguishing any minor <br />fires. Any fire in a waste fill area will be extinguished by landfill personnel using appropriate <br />landfill equipment, stockpiled soil cover, and when necessary, a water truck. The fire <br />department will be notified of any fire incident that cannot be immediately extinguished. <br />The on-site water wells and a water storage tank provide water for fire suppression. Th e <br />well at the entrance facilities area has a 1,500 gpm pump that feeds four valved connection <br />points along the northern perimeter of the landfill. The well at the RRF has a 500 gpm <br />pump that feeds a 10,000-gallon tank (see Figure 2). Lines from the tank lead to various <br />locations. <br />The location of the water production wells locate on the RRF/Composting Facility site are <br />shown on Figure 2. <br />5.6 Protection of Users <br />The equipment operators and general laborers oversee the unloading of all incoming loads <br />to the RRF/Compost Facility.
