7-1 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information – August 2019January 2022 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2019-2020\rcsi 2019\text\sec 7.doc <br />7.0 RECORD KEEPING <br />7.1 Inspection of Records <br />All compost operation records shall be kept in one location and accessible for five years and <br />shall be available for inspection by authorized representatives from CalRecycle, the LEA, and <br />other duly authorized regulatory agencies (e.g., RWQCB, APCD) during normal working hours <br />in accordance with 14 CCR, Section 17869(a). <br />7.2 Special Occurrences <br />The operator maintains a log of special occurrences, which is available for inspection upon <br />request. Occurrences of sp ecial interest include landfill fires, landslides, unusual and <br />sudden settlement, earthquakes and resulting damage, injury and property damage, <br />accidents, explosion, flooding, and incidents regarding hazardous wastes . The operator will <br />notify the LEA by t elephone within 24 hours of all incidents (e.g., fires, explosions, accidents, <br />etc.) requiring the implementation of emergency procedure s. Each log entry is accompanied <br />by a summary of actions taken by Forward to mitigate the occurrence. Forward personnel <br />will maintain a log of special occurrences at the landfill’s office trailer. The persons <br />authorized to make log entries are the landfill Site Manager (Ruben Ramirez), landfill <br />General Manager (Kevin Basso), and the Environmental Manager (Don Litchfield), or an <br />appropriate designee . The log will include any special occurrences encountered during <br />operation and actions taken to resolve problems arising from these events, including details <br />of all incidents that required implementing emergency procedures in accordance with 14 <br />CCR, Section 17869(b). The log of special occurrences is submitted to the LEA annually, in <br />accordance with the SWFP. <br />Forward currently documents illegal dumping that occurs around or near the facility prior to <br />clean up and documents spills and accidents that occur at or near the facility. <br />It should also be noted that for additional documentation, Forward will take photos of the <br />litter before and after when there is an excessive amount of offsite litter (refer to Section <br />3.6.5). <br />7.3 Rec ord of Public Complaints <br />In accordance with 14 CCR, Section 17869(c), public complaints received by Forward will be <br />recorded. Documentation will include the following information , as available : <br />1) Nature of the complaint; <br />2) Date complaint was received; <br />3) Name, address and telephone number of person(s) making the complaint; and, <br />4) Actions taken (if any) by the operator to respond to complaint. <br />Copies of all written complaints and the operator's actions taken to resolve these complaints <br />are kept on-site and are available upon request. In addition, the LEA will be contacted when <br />the site receives any complaints. <br />7.4 Record of Types and Quantities of Materials <br />In accordance with 14 CCR, Section 17869(d), t he quantity and type s of feedstock received <br />and quantity of compost and chipped and ground material produced will be recorded and
