8-2 <br /> <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information – August 2019January 2022 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2019-2020\rcsi 2019\text\sec 8.doc <br />California Environmental Quality Act <br />⧫ An Supplemental Environmental Impact Report (SEIR), which describes and supports <br />the design and operation of the 2018 Forward Landfill Expansion Project was filed <br />with the State Clearinghouse (SCH No. 200 10520818052024) and certified by the <br />San Joaquin County Planning CommissionBoard of Supervisors on February 6January <br />7, 200320. Subsequently, a Notice of Determination was filed with the State <br />Clearinghouse on April 14, 2003January 14, 2020. <br />In addition, a Negative Declaration was prepared to address environmental impacts <br />associated with the relocation of the permitted boundaries. The Negative <br />Declaration was filed with the State Clearinghouse (SCH No. 2010112045) and <br />certified by the San Joaquin County Planning Commission in January 2011. <br />Most recently an EIR was developed to expand the existing landfill disposal footprint <br />which will eventually replace the current location of the Compost Facility. The EIR was <br />filed with the State Clearinghouse (SCH No. 2008052024) and certified by the San <br />Joaquin County Planning Commission in April 2019. <br />Siting and Design Requirements (14 CCR, Section 17406.2) <br />⧫ The RRF's design and operation were found to be in complianc e with the 14 CCR, <br />Minimum Standards for Solid Waste Handling and Disposal as determined by a <br />document review conducted by CalRecycle and the LEA prior to the issuance of the <br />SWFP. <br />Pursuant to the San Joaquin County 201 6 General Plan, the land use designation for the <br />landfill is A/G (Agricultural General) and the zoning is AG -40 (Agricultural General, 40 -acre <br />minimum lot size). The San Joaquin County Development Title specifies that Major Impact <br />Services are allowed in AG -40 zone classification areas subje ct to a Use Permit. Major <br />Impact Services, which include sanitary landfills, are defined as land intensive activities that <br />must be located away from residences or concentrations of people due to the nature of the <br />operation's impacts. The existing Forward Landfill (including the RRF and Composting <br />Facility) is currently operated under San Joaquin County Land Use Permit s Nos. UP-00-7, <br />and PA-10000245, PA-1800090 granted in 202003, and 2011, and 2019 respectively. <br />
