The following is an itemized list of aboveground petroleum storage act violations that <br /> have not been addressed for PELICAN RENEWABLES LLC as of May 01, 2024. <br /> Open violations from October 26, 2022 inspection <br /> Violation#607-Plan failed to adequately discuss facility drainage or drainage controls. <br /> OBSERVATION: The SPCC Plan failed to adequately discuss draining or drainage controls. Per the SPCC plan, <br /> the inventory of products with potential discharge was provided in Table 5.1 which only listed a potential release of <br /> a maximum of 220 gallons for the oils, lubes and greases.Approximately 14 55-gallon drums of oil were observed <br /> during the inspection. <br /> REGULATION GUIDANCE: The SPCC plan shall include: (iii)Discharge or drainage controls such as secondary <br /> containment around containers and other structures, equipment, and procedures for the control of a discharge. <br /> CORRECTIVE ACTION: Ensure that the SPCC Plan adequately discusses discharge prevention measures, <br /> including procedures for routine handling of products such as loading/unloading and facility transfers. Submit proof <br /> of correction to the EHD. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#608-Plan failed to include countermeasures for discharge discovery, response and cleanup. <br /> OBSERVATION: The Spill Prevention, Control, and Countermeasure(SPCC) Plan failed to address the <br /> countermeasures for discharge discovery, response, and cleanup. Inaccurate designated person accountable for <br /> spill prevention is listed in the SPCC plan. <br /> REGULATION GUIDANCE: The SPCC plan shall include: (iv)Countermeasures for discharge discovery, <br /> response, and cleanup(both the facility's capability and those that might be required of a contractor); <br /> CORRECTIVE ACTION: The SPCC Plan shall adequately address the countermeasures the facility will conduct to <br /> discover, respond, and cleanup any discharge. This includes both the facility's and contractor's prescribed actions <br /> and resources. The SPCC plan shall be amended, as required, submit proof of correction to the EHD. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 4 of 8 <br />
