Compostable Materials Handling Operation and Facility Inspection
Report (93)
Tracy Material Recovery & T.S. (39-AA-0024)
7/25/2023
4. Reviewed chipped and ground wood product Article 7 metals, pathogen reduction and
physical contamination sampling and analysis records for the first and second quarters of
2023. This product, if being land applied, must be tested once per 5000 cubic yards and a
minimum of once a year. This facility ships this product to vendors using it as mulch (land
applied) and also to a co-gen power facility (not land applied). Regulation reference: Title 14
CCR section 17862.1.
The analytical results from the first quarter passed the regulatory requirements for physical
contaminants, metals and Salmonella sp. The results failed the regulatory requirement for
fecal coliform with a result of 5350 MPN/g (>1000 MPN/g). The product, represented by
this sample, cannot be land applied but can go to the co-gen facility.
The analytical results from the second quarter were incomplete with Mercury (metal) and fecal
coliform results not provided to San Joaquin County Environmental Health Dept (EHD). In
the first two quarters of 2023, the facility shipped 8 tons (32 cubic yards) off-site for land
application and 2957 tons (11828 cubic yards) off-site for co-gen fuel.
5. Reviewed compost product Article 7 metals, pathogen reduction and physical
contamination sampling and analysis records for the first and second quarters of 2023. The
facility could not provide the first quarter Salmonella records for the compost product. All
compost product Article 7 records provided passed the regulatory requirements. Be sure to
test quarterly for Salmonella sp., fecal coliform, the required metals and physical
contaminants.
6. No violations or areas of concern.
Attachments
inspection photos
CalRecycle Solid Waste Information System (SWIS) Page 2 of 2
Date Generated: August 8, 2023 8:04 AM
