Transfer/Processing Facility Inspection Report (53)
Tracy Material Recovery & T.S. (39-AA-0024)
8/22/2023
Inspection Report Comments
1. Observed a food waste processing unit inside the transfer station building at the time of
inspection. The food waste processing unit appears to be new and was not in use. Placing
this unit into operation will constitute a significant change to the design and operation of the
facility that requires a Transfer/Processing Report (TPR) amendment. Submit an TPR
amendment application package to the San Joaquin County Environmental Health
Department (SJCEHD) at least 180 days prior to planning to put the food waste processing
unit into operation. Do not place the unit into operation until the SJCEHD approves the TPR
amendment package.
2. Reviewed Log of Special Occurrences, Employee Training records, Load Check records,
Daily waste tonnage and vehicle records.
3. Dust and litter observed was minimal. Controls in place.
4. Observed adequate traffic controls.
5. The eyewash and safety shower in the northwest corner of the transfer/ processing
building was obstructed by equipment. The operator removed the obstructions during the
inspection. Keep the eyewash and safety shower available for use at all times.
6. Typical amount of garbage on the tipping floor. Adequate throughput of incoming wastes
and recyclables.
7. One area of concern.
Attachments
inspection photos
CalRecycle Solid Waste Information System (SWIS) Page 4 of 4
Date Generated: August 31, 2023 1:34 PM
