Hazelton Avenue <br />Stockton, CA 95205-6232 <br />Re: Solid Waste Facility Permit (SWFP) 2023 Fourth Quarter and December 2023 <br />Reporting <br />Central Valley Compost Facility <br />Facility Number 39-AA-0051 <br />Dear Ms. Subbotnikova: <br />USA Waste of California, Inc. submits the following quarterly report in accordance with Solid <br />Waste Facility Permit (SWFP) Facility Number 39-AA-0051. Section 16 of SWFP 39-AA-0051 <br />requires the following information be submitted quarterly within 30 days of the end of the <br />reporting period: <br />•The types and quantities (in tons) of waste entering the facility per day; <br />•The number and types of vehicles using the facility per day; <br />•Results of the hazardous waste load checking program, including quantities and the types <br />of the hazardous wastes, medical wastes or otherwise prohibited wastes found in the <br />waste stream and the disposition of these materials; <br />•Copies of all complaints regarding this facility and the operator’s actions taken to resolve <br />these complaints. <br />•A report of quantities of waste received and product removed from the facility shall be <br />provided. The records (showing monthly breakdowns) shall indicate the quantities in <br />tons. <br />Section 16 of SWFP 39-AA-0051 also requires the following information be submitted monthly <br />within 30 days of the end of the reporting period: <br />One sample per 5000 cubic years of finished compost must be taken and analyzed at a <br />Department of Health Services approved laboratory. Samples shall be analyzed for constituents <br />required pursuant to Title 14 CCR, Section 17868.1. <br />Pathogen reduction criteria must be documents in a log. The log must record start date, <br />temperatures, turnings, watering and indicate that the pathogen reduction period was met. All <br />feedstock piles must be monitored for temperature prior to being incorporated into windrows.
