Water Quality Monitoring Report <br />First Quarter 2024 <br />www.arcadis.com <br />Forward Landfill 1Q24 Water Quality Mon Report_05012024 1 <br />1 Introduction <br />On behalf of Forward, Inc. (Forward), Arcadis U.S., Inc. (Arcadis) prepared this Water Quality Monitoring Report – <br />First Quarter 2024 (First Quarter 2024 Report) for the Forward Landfill, located at 9999 South Austin Road in <br />Manteca, San Joaquin County, California (Site; Figure 1). This report presents water quality monitoring data <br />generated during first quarter 2024. Water quality monitoring was performed in accordance with the Monitoring <br />and Reporting Program (MRP) specified in the Forward Landfill Waste Discharge Requirements (WDR) set forth <br />in the Central Valley Regional Water Quality Control Board (RWQCB) Order No. R5-2014-0006 (MRP; RWQCB <br />2014). An updated WDR and MRP Order No. R5-2024-0002 (superseding Order No. R5-2014-0006) was <br />finalized on February 16, 2024, which will be implemented and reported beginning in second quarter 2024 <br />(RWQCB 2024). <br />This First Quarter 2024 Report presents water quality data for the two units at the Site, which are designated as <br />the Forward Unit and the Austin Road Unit (formerly known as the Austin Road Landfill). Section 2 provides the <br />water quality monitoring results for first quarter 2024 and describes the monitoring networks, site inspections, and <br />standard observations. Section 3 summarizes the monitoring results for first quarter 2024. <br />2 Monitoring Results <br />This section discusses the water quality monitoring results for first quarter 2024. Sections 2.1 through 2.10 <br />correspond to Sections A.1 through A.10 of the MRP (RWQCB 2014). Section 2.11 addresses supplemental <br />hazardous waste monitoring required by the Water Code Section 13267 Order for Technical Reports Regarding <br />Acceptance of Hazardous Waste, Forward Landfill, San Joaquin County, dated May 16, 2017 (RWQCB 2017). <br />Groundwater elevations are shown on Figure 2. Monitoring results are shown on Figures 3 through 12. <br />2.1 Groundwater Monitoring <br />This section describes the groundwater monitoring network at the Site, monitoring activities completed during first <br />quarter 2024, and monitoring results. <br />2.1.1 Monitoring Network <br />The groundwater monitoring network at the Forward Unit currently includes 16 groundwater monitoring wells and <br />one domestic well (Figure 1). Five of the monitoring wells are dual-nested well pairs, with shallower “A” wells and <br />deeper “B” piezometers; the “B” piezometers are sampled only if the associated “A” well is dry. The monitoring <br />wells associated with the Forward Unit are presented in Table 2-1, below.
