Austin Road <br />Manteca, CA 95336 <br />P: (209) 982-4298 <br />F: (209) 982-1009 <br />Mr. Brendan Kenny <br />Engineering Geologist <br />Central Valley Regional Water Quality Control Board <br />11020 Sun Center Drive, Suite 200 <br />Rancho Cordova, CA 95670 <br />April 15, 2024 <br />RE: Forward Landfill – Quarterly Corrective Action Progress Report <br />Dear Mr. Kenny: <br />In accordance with Task 9.a of the April 10, 2017 Cleanup and Abatement Oder (CAO) R5-2017-0703 issued by the California Regional <br />Water Quality Board – Central Valley Region (CVRWQCB), Forward, Incorporated (Forward, Inc.) is pleased to submit this Quarterly <br />Corrective Action Progress Report for the Forward Landfill. <br />During the first quarter 2024 monitoring period, no volatile organic compounds (VOCs) were detected above the practical quantitation <br />limit (PQL) in the effluent samples collected. The groundwater treatment system (GWTS) operated in compliance with WDR Order R5- <br />2003-0080. The GWTS extracted and treated approximately 55,955,109 gallons of groundwater and removed approximately 0.91 <br />pounds of VOCs during the reporting period. The landfill gas collection and destruction system operated continuously with minimal <br />downtime. The instantaneous total flow rate of LFG on March 9 and 15, 2024 was 1,228 standard cubic feet per minute (scfm) at the <br />landfill gas-to-energy facility, 2,609 scfm at Flare A-1, and 1,328 scfm at Flare A-2. Probes GP-10D, GP-10M, GP-10S had exceedances <br />of methane greater than one percent by volume. In addition, probes GP-1AD, GP-2AD, GP-4AD, GP-10D, GP-10M, GP-10S, GP-11D, <br />GP-11M, GP-11S, GP-12D, GP-12M, and GP-12S had VOC concentrations above 10 parts per billion by volume. As recorded in Table 1, <br />VOCs were detected at concentrations ranging from 400 parts per billion (ppb) in GP-2AD to 38,000 ppb in GP-10S. <br />In addition, and as previously requested, Forward, Inc. requests a change to the submittal date for the Quarterly Corrective Action <br />Reports from the 15th day following the end of the quarter to the 30th day (for example, April 30th as opposed to April 15th). This will <br />allow sufficient time for our contractors to tabulate data and coordinate report preparation. <br />I certify under penalty of law, that I have personally examined and am familiar with the information submitted in this document and <br />all attachments, and that based on my inquiry of those individuals immediately responsible for obtaining this information, I believe <br />that the information is true, accurate, and complete.
