Since your 2022 and 2023 renewal (repackaging of dried sea moss) we have had training from the state regarding CFO permits and sea moss (in all forms) is now on the list of items that are not approved for a home kitchen as it is considered a dietary substance. Cottage Food permits are only for home kitchens. For the sea moss jellies you would need to contact the CDPH Processed Food Branch for approval first (please see the attached email I sent you last October).
