The work plan, which is <br /> described in this letter, was prepared to address the San Joaquin County Environmental Health <br /> Department(SJCEHD) concerns that were identified in their Closed Site Inspection Report, dated July 17, <br /> 2003, and in their letter to Tandy Corporation (currently known as RadioShack),dated September 18, <br /> 2003. This work plan was prepared based on our understanding of SJCEHD requirements following our <br /> discussions with you and Mr.Ted Tasiopoulos of your office. <br /> Enclosed with this work plan is a completed application for a Well/Pump Permit for the installation of the <br /> probes. Also enclosed is a check for the amount of$250 to cover the cost of the permitting fees for these <br /> activities. <br /> This work plan comprises the following four sections: Background, Scope of Work, Permit, and <br /> Schedule. <br /> BACKGROUND <br /> The World Enterprises site is in Stockton,California(Figure 1). This site was formerly permitted as a <br /> disposal site for debris;the debris, which resulted from building demolition, included wood, rubble, <br /> concrete, and other fill materials. On July 17, 2003,Mr. Robert McClellon and Mr.Ted Tasiopoulos of <br /> SJCEHD conducted an annual inspection at the World Enterprises site that included the measurement of <br /> methane concentrations from nine temporary boreholes located along the site perimeter.Methane, which <br /> was found within each borehole,ranged in concentration from 10 parts per million (ppm) to 3 percent. As <br /> a result of this inspection, SJCEHD specified on the Closed Site Inspection Report that RadioShack must <br /> "provide workplan to EHD for installation of gas migration probes within 90 days of receipt(or <br /> November 2003)." In a letter dated September 18, 2003, SJCEHD requested RadioShack to"submit a <br /> plan to install a minimum of one gas monitoring probe on north, south,east, and west boundaries." This <br /> letter also specified that"Within 30 days of receipt of this notice, a written plan be submitted to EHD for <br /> K:AWprocess\25532\Workplan.doc <br />
