ENV R-U!"'''v ENT HEALTH <br /> San Joaquin County Environmental Health Department T/SERVICES <br /> 304 East Weber Avenue,Third Floor <br /> Stockton, California 95202-2708 <br /> Subject: Vapor Extraction Pilot Test Report <br /> World Enterprises Site <br /> Stockton, California <br /> Dear Mr. McClellon: <br /> URS Corporation(URS)has prepared this letter report on behalf of RadioShack to describe the vapor <br /> extraction pilot test field activities completed at the World Enterprises site in Stockton,California(Figure <br /> 1)from December 5, 2005 through December 9, 2005 and to provide the results of these activities. <br /> This report has been organized into the following sections: Background,Field Activities,Results,and <br /> Conclusions and Recommendations. <br /> BACKGROUND <br /> The World Enterprises site in Stockton, California,was formerly permitted as a debris disposal site.The <br /> primary debris were from demolished buildings, and included wood,rubble,concrete, and other fill <br /> materials.The site was permitted as a debris disposal site from 1970 through 1978. The site was capped <br /> following active operations. <br /> On July 14, 2005,URS transmitted a work plan for a short duration vapor extraction pilot test to San <br /> Joaquin County Environmental Health Department(SJCEHD)for review and approval. On August 2, <br /> 2005,URS transmitted a work plan addendum to address SJCEHD comments received on the July 14, <br /> 2005 work plan. On August 12, 2005, SJCEHD transmitted a letter stating that the work plan and work <br /> plan addendum were found to satisfactory. <br /> Mr.Fred Cruz of the San Joaquin Valley Air Pollution Control District(SJVAPCD) was contacted to <br /> obtain information regarding air permits to conduct the pilot test. Based on the information obtained from <br /> Mr. Cruz, we believed that the pilot test could be conducted without a permit under Section 7.5 of District <br /> Rule 2020,Exemptions. A letter dated July 14, 2005 was transmitted to SJVAPCD requesting their <br /> approval of completing the pilot test under this exemption. On August 1, 2005, SJVAPCD transmitted a <br /> letter stating that the pilot test could not be conducted under this exemption. On September 13, 2005,an <br /> Authority to Construct application package was transmitted to SJVAPCD for processing.
