SAN <br />JoAQmN COUNTY <br />RWQCB staff has reviewed Site Investigation Final Report, Santa Fe Road Disposal Site prepared by <br />the Califomia Integrated Waste Board. We have dme following comments: <br />1.The results of the investigation demonstrate that the wastes at the Santa Fe Road Disposal Sites <br />do not have hazardous waste characteristics. <br />2.Selected waste samples were analyzed by the STLC WET method for soluble lead. Soluble lead <br />concentrations for waste Hom the Delta, Beard and Waller sites exceed the California Public <br />Health Goal in Drinldng Water of 2 ug/l. The waste from these sites is a threat to water quality <br />and therefore is classified as designated waste. <br />3.Under Section 21410 of Title 27, waste piles shall be closed in one of two ways, either clean <br />closure (remove all waste and discharge to an appropriate landfill facility) or closure as a landfill. <br />If it is determined that it is impractical to clean close the disposal sites, closure as a landfill will <br />involve installation of a Title 27 prescriptive landfill cover over the waste piles (Title 27 Section <br />21090). <br />RWQCB staff looks forward to worldng with CIWMB staff in closing the Santa Fe Road waste disposal <br />sites. If any assistance is necessary to coordinate with the landowners to resolve compliance issues at <br />the Santa Fe Disposal Sites do not hesitate to ask. <br />If you have any questions, please call me at (916) 255-3814. <br />ROSS D.
