SANJOAQUIN Environmental Health Department <br /> COUNTY- <br /> 6. Email notification to ust(a)smqov.orc1 to arrange the following inspection appointments. All <br /> appointments must be scheduled at least 48 hours in advance. <br /> INSPECTIONS PRIOR TO BACKFILL <br /> a) Inspection of tank vacuum gauge or for brine leaks prior to tank placement in excavation. <br /> b) Verification of tank set, anchorage, appropriate backfill,and appropriate additional corrosion protection <br /> of tank anchors(turnbuckles,eye bolts, etc.).Additional corrosion protection is required on all exposed <br /> metal prior to backfill. <br /> c) Primary tank test, in accordance with manufacturer specifications. <br /> d) Primary piping test: Soap test of all piping joints and penetrations (product, vapor recovery, vent, and <br /> chase), and pressure testing —hydrostatically at 150% of design operating pressure or pneumatically <br /> at 110% of operating pressure. If the calculated test pressure is less than 40 psi, 40 psi shall be used <br /> as the test pressure. Testing must be conducted in accordance with manufacturer specifications and <br /> California Code of Regulations (CCR) Title 23. <br /> e) Secondary piping test: Soap test of all piping and penetrations (product, vapor recovery, vent, and <br /> chase), and pressure test, in accordance with manufacturer specifications. <br /> f) Verification of secondary piping slope for all piping (product, vapor recovery, vent, and chase) at 1/8 <br /> inch per foot or greater, to a containment sump with an audible and visual alarm. Piping slope must <br /> be adequate at the start of this inspection, with all piping in its final position and ready to be backfilled <br /> without adjustments per the manufacturer's installation instructions. <br /> g) Verification of all pipe setbacks, cross-overs, and burial depth, in accordance with manufacturer <br /> specifications, and verification of appropriate piping backfill. <br /> h) Integrity testing of all sumps, in accordance with manufacturer specifications. <br /> i) Verification of brine type, and witnessing of initial brine addition in all brine-filled sumps and/or LIDCs. <br /> INSPECTIONS PRIOR TO FIRST FUEL DELIVERY <br /> j) Verification of leak monitoring communication for all installed vacuum, pressure, or hydrostatic(VPH) <br /> components, including piping, sumps, under dispenser containment sumps (UDCs), and all chase <br /> lines. Communication at end points of each vacuum zone and each vacuum monitored sump must be <br /> verified independently in operating condition. <br /> k) Verification of the dispenser footprints contained by the UDCs. Any potential leaks from piping and <br /> fuel filters must drain directly into LIDCs. <br /> 1) Enhanced Leak Detection (ELD) testing, after facility is in operating condition. Appropriate test <br /> notification and tester certifications are required. Passing ELD test results must be submitted to the <br /> EHD within 60 days of testing. ELD test results must be received by the EHD before written approval <br /> to deposit fuel will be issued. <br /> m) Verification of liquid and vapor tightness component installation (shroud boots and band clamps for <br /> spill containers, appropriate rubber-type gasket or clamps on lids on all fill, vent, and STP sumps, etc.). <br /> n) Verification of overfill prevention: Measurement of drop tubes to verify 95% tank volume shut off, <br /> verification of external audible/visual alarm activation when tank is 90%full, or other approved method. <br /> o) Spill bucket test: Verify minimum 5-gallon capacity. Pass a one hour hydrostatic test (or equivalent). <br /> Verify proper drainage method. <br /> p) Monitoring system functionality: Functionality of the monitoring system, including all liquid and vacuum <br /> sensors, must be verified to ensure it meets the requirements of CCR Title 23 and California Health & <br /> Safety Code (HSC) Chapter 6.7. <br /> 2 of 4 <br />
