OBSERVATION:The float and chain in the UDC 1/2 failed to stop the flow of product at the dispenser when tested. REGULATION GUIDANCE:All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow of product at the dispenser when it detects a leak. CORRECTIVE ACTION: The service technician adjusted the float and chain and verified functionality. This was corrected on site. This is a repeat violation (Class 2) Violation. 30 CA Code of Regulations 2630(d),2641(a)2060015-Leak detection equipment located so leak is detected at the earliest possible opportunity(TCR 9d). OBSERVATION:The 87-1 and 87-2 STP sump 208 sensors was located on top of the saddle of the tank and not located to detect a leak at the earliest opportunity. REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. This was corrected on site. This is(Class 2)Violation. 53 CA Health and Safety Code 25292.2; CCR 2711(a)(11)2010007-Submitted/maintained current Cert of Financial Responsibility/mech of financial assurance(TCR 11). OBSERVATION: Current financial responsibility documents were not found on site. REGULATION GUIDANCE:A copy of current financial responsibility documents are required to be maintained on site. CORRECTIVE ACTION: Immediately obtain a copy of the facility's financial responsibility documents and maintain a copy on site.
