: 2. Facility Layout (40 CFR 112a7)
Conti s Stockton facility is located in a semi-rural section of Stockton, San Joaquin County, California; it
is almost entirely surrounded by other commercial operations with Highway 99 to the east.
The facility consists of an office/shop building, an aboveground fuel storage and dispensing area with
one (1 ) double-walled aboveground storage tank, and a partially paved yard for trailer parking. The
facility is open from 5:30am to 7:00pm, six (6) days a week.
2.1 Facility Diagram
A facility diagram provided in Figure 1 shows the location of tanks and dispensers. The diagram also
shows drainage patterns and the location of nearby streets. No transformers or other electrical
equipment containing oil with oil storage capacities greater than 55-gallons are associated with this
facility.
2.2 Oil Types and Container Storage Capacity
The facility. has a total maximum storage capacity of approximately 11 ,000 gallons of various petroleum
products, including diesel, unleaded gasoline, and small quantities of both new and used motor oil. The
following sections describe oil types and storage capacity based on the location of the oil storage.
Table 1 provides summaries of the oil sources at Conti.
2.2.1 . Aboveground Storage Tanks
One double-walled diesel AST is located on a concrete pad on the south side of the property and two
(2) single-walled ASTs are located within shop-fabricated steel containment basins inside the shop.
Table 1 describes the capacity and contents of each tank. The site map (Figure 1 ) shows their
locations.
The existing containment basins and secondary tank are sufficient to hold 100% of the volume of the
largest single vessel while taking into account anticipated rainfall and the displacement of the other
tanks. Since the secondary tank is fully enclosed and the containment basins are located indoors,
rainwater is not an issue relative to containment volume. The tanks and containment basins currently
appear to be in good condition.
2.2.2 Portable Containers
Small containers (55-gallons and less) of new motor oil are stored and used inside the maintenance
shop.
Conti SPCC Final.doc 5 April 2007
